Frequency Allocations for the C-Band

History
At WRC-07 China signed the IMT opt-in footnotes 5.432B and 5.433A. Before 2007 MIIT had assigned temporary licenses for fixed wireless access (FWA) applications in the 3 400 – 3 600 MHz band to China Mobile, China Unicom, China Netcom, China Telecom, China Satcom and Chinacom. These FWA deployments were based on several protocols including the (“fixed”) 802.16d WiMAX Standard.

MIIT has since 2001 issued licenses in about 300 cities for FWA broadband services in the band 3 400 – 3 600 MHz. These licenses have been issued to operators that fall into two categories:
i) traditional telecom operators, such as China Unicom, China Mobile, and China Telecom that use the FWA service to complement their DSL service in areas with aging copper cable or in areas too far from the nearest switching center to provide an adequate DSL service;
ii) new operators that provide FWA in competition with the established telecom operators.

In China, Huawei and ZTE Corporation are the world’s top WiMAX equipment manufacturers and on the board of directors of both the WiMAX Forum and Open Patent Alliance.

Present Situation
The agency responsible for frequency allocations in China is the Ministry of Industry and Information Technology (MIIT), http://www.miit.gov.cn/n11293472/index.html.
China is re-considering what types of FWA applications it will license in the 3 400 – 3 600 MHz band. Huawei is a leading developer of the TD-LTE technology. There are proposals from China to use the 3.4 – 3.6 GHz band for LTE indoor applications.

China is in footnote No. 5.429 which also allocates the band 3 300 – 3 400 MHz to the fixed and mobile services on a primary basis and as such can be used for BWA. english to igbo China also proposes that the band 3 300 – 3 400 MHz be included for IMT studies under WRC-15 agenda 1.1. This band is already used by India, Nepal and Indonesia for IMT.

Interference into FSS C-band Applications
There have been many reports of interference into C-band FSS operations from FWA operating in the 3.5 GHz band. However, the interference experienced was not as serious as initially anticipated.
