Frequency Allocations for the C-Band

History
At WRC-07 Bangladesh signed the IMT opt-in footnotes 5.432B and 5.433A and has vigorously implemented BWA in the 3.5 GHz band causing widespread interference into C-band FSS applications.
Present Situation
Agni Systems Ltd, www.agni.com, was one of the first companies to provide WiMAX service in Bangladesh. It has provided mainly enterprise WiMAX solutions to Dhaka and other cities using the 3.5 GHz band. Other service providers also use this band. For example, Square Informatix, www.e-home2u.com/index.php, based in Dhaka, is a nation-wide communications service provider. One of the services it provides is WiMAX using the 3.5 GHz band. This service is growing in Bangladesh with another five to six new operators recently having received their licenses.
Bands suitable for consideration for IMT under WRC-15 agenda item 1.1:

3 400 – 3 600 MHz

3 600 – 3 800 MHz

3 800 – 4 200 MHz

Bangladesh (along with several other Asian countries) is in footnote No. 5.429 which also allocates the band 3 300 – 3 400 MHz to the fixed and mobile services on a primary basis and as such can be used for BWA. This band could be used as an alternative to the 3.5 GHz band.

5.429 Additional allocation: in Saudi Arabia, Bahrain, Bangladesh, Brunei Darussalam, China, Congo (Rep. of the), Korea (Rep. of), Côte d’Ivoire, the United Arab Emirates, India, Indonesia, Iran (Islamic Republic of), Iraq, Israel, the Libyan Arab Jamahiriya, Japan, Jordan, Kenya, Kuwait, Lebanon, Malaysia, Oman, Uganda, Pakistan, Qatar, the Syrian Arab Republic, the Dem. People’s Rep. of Korea and Yemen, the band 3 300-3 400 MHz is also allocated to the fixed and mobile services on a primary basis. The countries bordering the Mediterranean shall not claim protection for their fixed and mobile services from the radiolocation service. (WRC-07)

Interference into FSS C-band Applications
There is widespread interference into C-band FSS applications, especially TVRO. Tests in Bangladesh have confirmed that this interference is due to WiMAX operations in the 3.5 GHz band. The regulatory authority is aware of this situation but appears to have no plans to move out BWA from the 3.5 GHz band.
