CASBAA Convention 2017

The CASBAA Convention 2017, which was held on 6-8th November, returned to Macau Studio City for a second year. This year we invited 74 speakers to participate in 34 sessions, and we welcomed more than 500 attendees and industry experts to this flagship event of the year. The closing party on November 8th was blessed with good weather which brought the CASBAA Convention 2017 to a successful ending.

The launch of CASBAA’s new anti-piracy group, Coalition Against Piracy (CAP)

Members and supporters of the newly-established Coalition Against Piracy gathered at the annual CASBAA Convention in Macau on November 7th to mark the initiation of joint work in southeast Asia against Illicit Streaming Devices (ISDs) and the app networks that underpin them.

In toasting the launch, Birathon Kasemsri, Chief Commercial Officer, True Visions Group said “Piracy is an international issue that cannot be dealt with by a single entity or country alone. It cannot be dealt with by a single platform alone. It must be a coordinated, integrated effort. We need to create an environment where we can grow and prosper. I invite you to put all your efforts together to make CAP the new initiative in the region a huge success – because we can only prosper from CAP’s success”.

In outlining CAP’s key priorities, Neil Gane, CAP General Manager, said “Two immediate priorities will be the disruption of the ISD ecosystem at its source and enhanced intermediary engagement with both eCommerce platforms and financial processors to disrupt transactions at the point of sale. Disrupting illicit commercial transactions is a key component of any anti-piracy strategy”.

FOX+ @ OTT Group

FOX Networks Group presented at the recent OTT Group webinar. During this meeting FNG’s SVP Head (SVOD) Digital for FOX+, Prakash Ramchandani, was quizzed by the group about all aspects of FOX+’s launch and rollout. It’s early days still (available in Singapore, Hong Kong, Philippines and Taiwan) but Prakash gave as much insight as he could about their strategy and learnings. CAP speaks at Piracy Workshop in Thailand

CAP General Manager Neil Gane spoke with other experts from the Pay-TV industry at a December 18th Bangkok Workshop on Enforcement Against Signal and Streaming Piracy, hosted by the Thai Department of Intellectual Property and the US Patent and Trademark Office. He joined Matt Kurlanzik (21st Century Fox), Narach Srihatai (True Visions) and Aaron Herps (beIN Asia Pacific) for discussions about the negative effects of growing piracy (notably ISD and website streaming piracy) on the industry in Thailand. Neil’s key points covered potential enforcement solutions and disruption tactics being experimented around the world. About 40 officials from various Thai government agencies provided the audience for the sessions including the Department of Intellectual Property, the National Broadcasting and Telecommunications Commission, the Ministry of Digital Economy and Society, the Economic Crime Suppression Division of the Royal Thai Police, and the Office of the Attorney General.

December was the last month on the job for CEO Chris Slaughter and Singapore VP Mark Lay, who have both left CASBAA now to pursue other opportunities. They spent the month working to get our plans and programme in shape for next year – including attending the Asia Television Forum and Asia Television Awards to make contacts with potential speakers, and preparing for Board decisions (due in January) on the format and venue of CASBAA Convention 2018. Mark also hosted a meeting of the OTT Committee, and sought input for the annual OTT Summit (coming up fast – 21 March in Singapore). The CASBAA team will miss the energy and good humour of these two stalwarts of the Asian Pay-TV industry – we look forward to seeing them around the region!

CASBAA meeting with Hong Kong SAR Secretary for Commerce

CASBAA Chairman, Joe Welch, led a strong delegation from some of our Hong Kong-based members to meet with the Hong Kong SAR Secretary for Commerce, Edward Yau, Friday 20 October. It was a great opportunity for CASBAA members, including Celestial Tiger, Fenez Media, Fox, PCCW, Turner, and TVB to directly make the case for action by the Hong Kong government on piracy issues and a plea for support for the industry. Janice Lee from PCCW and others noted the direct impact that piracy was having on businesses in Hong Kong, and Desmond Chan from TVB explained that piracy at home was weakening Hong Kong’s content production and sapping its export potential. The group identified some of the self-help steps that industry was taking, and asked for pro-active government support. Yau was interested to hear the extent of the challenge but highlighted the difficulties of bringing any new legislation given domestic politics. CASBAA said much more could be done under current laws, and also urged consideration of narrow, targeted legislation that might not face so many political obstacles.

Video industry thrive on satellite transmission

Radio frequency spectrum is the life-blood of the video distribution industry. Given the inexorable push by mobile operators for more spectrum for every next generation of mobile technology, pressure is bearing on the satellite industry to free up spectrum for 5G service provision.

CASBAA has been working with the Asia Pacific Satellite Communications Council, (APSCC), and Global VSAT Forum, (GVF), on joint submissions to regional regulators in Japan, Hong Kong, Philippines and India that:

Show how satellites will play a key role in delivering certain 5G content and services to mobile base stations, as they do today for 3G and 4G.
Explain why certain spectrum (re-)assignment proposals would harm existing and future satellite services, especially where the proposals differ from ITU regional allocations agreed internationally
Defend existing satellite spectrum band assignments and priorities and seek satellite’s priority access to new spectrum bands

At the recent APSCC annual conference in Tokyo, CASBAA’s CEO, Chris Slaughter, gave insights on some of the other areas of common interest, including UHD rollout and take-up, the rise of both legitimate and illegitimate OTT services, the continued need for better advertising measurement on pay TV in many territories, the economic unsustainability of the high volume of high quality content being produced for TV, and the inevitability of consolidation.

After the conference, CASBAA, APSCC, GVF and a number of interested companies met with representatives of the Japanese Ministry of Internal Affairs and Communications to discuss 5G spectrum allocation policy, and in particular, regional and global harmonisation of allocations. The discussions centred on satellite’s role in 5G, and in technology developments in high throughput and non-geostationary satellites. Specific strengths of satellite for remote coverage, emergency services and the wide distribution of broadcast and popular video content to caches were also covered. Video alone is forecast to grow to the high 70’s to low 80’s by percentage of total mobile traffic in the next five years.

Singapore Media Event to Launch the Sycamore Study on Online Piracy

On September 12th, CASBAA hosted a media event to launch the Sycamore study on online piracy in Singapore. The event was well-attended, with nearly 50 representatives from media companies based in Singapore and elsewhere in the region there to hear the results of the study. The audience also included journalists from half a dozen local media outlets.

The main presentation was given by the study’s main author, Anna Meadows, from Sycamore Research. Meadows delivered an engaging 30-minute presentation on the online piracy ecosystem in Singapore, with interesting insights into the motivating causes behind piracy behaviour. Some of the most striking findings included that at least 39% of Singaporeans actively pirate video content, and 14% admit to using an Illicit Streaming Device (ISD). The main reasons driving people to pirate were summarised in three key points: it’s easy, it’s socially acceptable, and the risks are misjudged. The presentation was followed by an open Q&A session in which Meadows and Chief Policy Officer John Medeiros (CASBAA) answered questions about online piracy in the region.

Update on the Vietnam Content Alliance

On 14th September, Vietnam’s Ministry of Information and Communications (MIC) published a list of 83 Vietnam-hosted or -operated piracy websites. The MIC did not state what action would be taken against those sites, but they could undertake various enforcement / regulatory measures including imposing administrative sanctions, taking the websites down, or terminating the host account and domain names.

MIC’s published list of egregious piracy websites was no doubt influenced by the recent efforts of the Vietnam Content Alliance (VCA), a coalition made up of Vietnamese and international content producers and distributors including CASBAA, VTV, BHD, K+, 21st Century Fox, Motion Picture Association, and the Korean Copyright Commission. In the last nine months the VCA, amongst other initiatives, has:

Hosted a government / industry workshop entitled “Promoting Online Safety and Protecting Brand Integrity” during Telefilm 2017, which involved numerous local and international speakers and included the launch of a Veri-Site / VCA study of the top 50 piracy websites in Vietnam. The workshop and the Veri-Site study received substantial media coverage.
Engaged with MIC and local / international ad networks to adopt the VCA’s Infringing Website List (IWL) and prevent advertising dollars from funding these egregious piracy sites.
Presented anti-piracy initiatives at a Thanh Hoa workshop chaired by Vice Minister Hoang Vinh Bao and Mr Nguyen Thanh Lam (MIC/ABEI’s Director General), which included over 200 participants.

Latest Data for CASBAA OTT Group and Research Committee

Both the CASBAA OTT Group and the Research Committee had presentations from Media Partners Asia, covering the results of their Asia Pacific Video Consumer Study. At the OTT Group meeting, Aravind Venugopal, MPA Vice President, offered a closer look at the growth drivers for premium online video. The study covers a sample size of more than 15,000 internet users across Australia, Southeast Asia, Hong Kong and Taiwan. The CASBAA Research Committee met with Vivek Couto and Anurag Gaur, who kindly presented the MPA Consumer Study,as well as with Sam Lee Yi from Smarthub Analytics (Starhub) also shared his learnings with the group, flowing from their huge viewer database which understands viewers consumer preferences, behaviour and location.

Regulatory & Anti-Piracy

In early July, the Regulatory and Anti-Piracy Committee featured an online and in-person engagement with Members in Kuala Lumpur, Hong Kong, Singapore, Bangkok and London with “OTT Policy in Thailand” high on the agenda as a follow-up to an Executive Office exchange with Thai government officials.

Other items on the agenda included anti-piracy initiatives focused on Illicit Streaming Devices in several Asia Pacific jurisdictions, as well as an upcoming review of the Broadcasting and Telecommunications Ordinances in Hong Kong.

OTT and Connected Media

Also in early July, the OTT and Connected Media Group meeting featured a presentation on “Crowdsourced CDN Switching” by Cyril Duprat (Major Account Executive) of cedexis. Cyril’s presentation examined how to ensure broadcast-quality streaming over the public internet while linking CDN traffic growth to revenue. Vietnam Content Alliance on Jun 6th

CASBAA in Association with the Vietnam Content Alliance (VCA) participated in a workshop titled “Promoting Online Safety and Protecting Brand Integrity”. The Ho Chi Minh City workshop featured the release of an analysis of the top 50 most popular piracy websites in Vietnam along with a VCA-produced Infringing Websites List. The data was collated by the VCA and digital advertising assurance provider Veri-site in Vietnamese and English. Mr. Nguyen Ha Yen, Vice Director of Vietnam’s Authority for Broadcasting and Electronic Information (ABEI), delivered the opening address while other speakers included Vietnamese actress and director, Hong Anh, who spoke of the impact of piracy on the Vietnamese TV and film industries and Bharat Kapoor, the CEO of Veri-site who provided the overview of the findings from the VCA and Veri-Site research paper. Meanwhile, Lee Chang Hun from Korean broadcaster MBC provided a Korean policy perspective on web advertising while Oli Walsh of the Motion Picture Association of America presented an overview of the London Police Intellectual Property Crime Unit’s work on digital piracy. Consulting advisor Neil Gane of CASBAA also outlined about the connection between piracy websites and the risk of viruses and malware. The workshop was successful and well-received by those in attendance, and it generated substantial coverage in the vernacular media.

CASBAA Members’ Interim General Meeting in Hong Kong on June 6th

During the Association’s Interim General Meeting in Hong Kong, CASBAA CEO Christopher Slaughter updated members the Association’s activities for 1H 2017 and welcomed new members to the Association. Chief Policy Officer John Medeiros provided an overview of the Association’s policy-related activities across the region while Joe Welch, Chairman of the CASBAA Regulatory & Antipiracy Committee, stressed the importance of the Association’s strategic approach to fighting content piracy and revenue leakage. Welch noted that complaints to social media platform Facebook had partially succeeded in blocking advertisements distributed by illicit streaming devices and illegitimate streaming sites were discussed with Members strongly supporting the Association’s activities in these areas. During the meeting, CEO Slaughter outlined plans for the CASBAA Convention 2017 in Macau Nov 6th-9th noting that the annual conference programme was falling into place and that sponsorships were selling well. “At a time when our industry is facing unprecedented market and technology change, our November Convention is perfectly positioned to provide vital insights into the world we will be operating in 2018-20 and beyond,” said Slaughter.

Some two-dozen Member representatives participated in a CASBAA convened meeting at the offices of Member company Mayer Brown JSM’s offices in Hong Kong to listen to and meet Ros Lynch, Director of Copyright and IP Enforcement at the London-based Intellectual Property Office (UKIPO). Opening the meeting, Dr Lynch presented an overview of the UKIPO’s recent initiatives, such as its ISD (Illicit Streaming Devices) enforcement efforts and the activities of the UK’s Police Intellectual Property Crime Unit (PIPCU), as well as the UKIPO’s collaborative with online partners and rights holders. During a lengthy Q&A session Dr Lynch further focused on ISDs while Dr. Lynch emphasized the need for international cooperation between governments and rights holders to combat what she described as “a truly global problem.”

Regulating pay-TV for the 21st Century

During a high-powered Regulatory Roundtable in Jakarta in May, Indonesian government officials and international TV executives called for 21st century rules for the country’s broadcasting sector. The meeting, organized by CASBAA and the Indonesian Broadcasting Commission (KPI), examined media convergence, the state of current regulation and proposed updated rules and regulations for Asia’s third most populous nation. Keynote speaker and former senior UK regulator Tim Suter said the rapidly changing media landscape meant that “old TV” regulatory practices could no longer be used to control the entirety of content available to consumers. A “new media” approach is necessary.

OTT Meeting at Brightcove

CASBAA OTT Group members had a special meeting when Brightcove hosted a session at their suite at Broadcast Asia. During the extended 2-hour breakfast meeting we heard from three speakers. Vivek Couto of Media Partners Asia gave a summary of Key Trends in Digital Video. Greg Armshaw of Brightcove summarised best practises for launching and evolving an OTT service and Shad Hashmi presented the challenges of content discovery with examples from his experience with BBC iPlayer. CASBAA supports the asi APAC Television and Video Conference

CASBAA was part of the asi 2017 APAC Television and Video Conference, a two-day gathering of global research specialists in Singapore in May. The conference examined the most pressing challenges for TV and video audience measurement, with discussions including the challenges of multiscreen measurement. CASBAA member companies speaking included Nielsen, Kantar, PwC, Turner Broadcasting, BBC World and Starhub. Key take-aways: The best possible ways to measure “All viewing”, Case studies of Cross media planning, On-line Measurement & How TV is still the dominant screen; ideas that will certainly make it into the APAC Multichannel booklet which will be distributed at the CASBAA Convention in November.

UNICEF Child Rights Award 2017 – A call to all broadcasters

CASBAA, The Asia-Pacific Broadcasting Union (ABU) and UNICEF are calling for entries to the 17th Asia-Pacific Child Rights Awards from broadcasters and producers across the region. This Child Rights Awards aim to break-down stereotypes and discrimination through animation, TV or film that educates and entertains. Entries must have been broadcasted between June 2016 and June 2017 and must be received by 30 June 2017. The Award will be presented during the CASBAA Convention in Macau in early November 2017. Singapore Members Outreach with Cocktails

As the start of our Members Outreach Programme 2017, the Board of Directors hosted the first series of “Discuss, Listen and Propose” initiatives at Mandarin Oriental Singapore on 21 March 2017 to all the CASBAA voting members. Led by the Chairman Jonathan Spink and CEO Christopher Slaughter the leadership of the seven CASBAA committees presented quick-fire progress reports on the Association agenda for 2017 followed by networking cocktails. CASBAA Technology Action Group (TAG)

The CASBAA Technology Action Group (TAG) has been rebooted recently, with Matt McDonald of Sony as its Chairman. The TAG’s mandate is “to encourage technological solutions and innovations that enable new and secure broadcast services, increase revenue flows and market access while improving viewing quality and subscriber satisfaction.” Twenty-four individuals from seventeen member companies are currently on board. With the Chinese New Year around the corner, on behalf of CASBAA’s Board of Directors and Executive Office, we wish you all a prosperous Year of the Fire Rooster!

Although none of us pretend to be feng shui masters, depending on who you ask, this year is expected to bring financial success, but also a lot of change. And while people are expected to be more polite this year than they were during the Year of the Monkey, there will also be a need for clarity and quick decisions as the Fire Rooster Year progresses. All of which is either positive, or negative, depending on your perspective!

But regardless of what the experts say the Rooster augurs, we hope that it brings nothing but the best to all of our Members and their families. All of us in the Executive Office are committed to working closely with all our members in the year ahead, and we look forward to continued mutual success. CASBAA’s submission to USTR on intellectual property protection

It’s that time of year again. (No, not the holiday season…..) The US Trade Representative has issued its annual request for comments on intellectual property protection throughout the world. CASBAA submits an annual brief, representing our US member companies, about policies and practices in markets in our region. (Nobody knows what policymaking in Washington will be like after the Administration changes on January 20th, but the process is mandated by law, so it continues in any case.) Our brief is due on February 9th. All members are welcome to submit views to CASBAA before the end of January; complaints and plaudits – if any – are both welcome. And of course companies are also welcome to submit their own views to USTR, here’s the link for the information.

CASBAA collaborating with Indonesian Broadcasting Commission on regulatory policy

CASBAA is working with the Indonesian Broadcasting Commission (KPI) on discussions of modern regulatory policy. In a Jakarta meeting with CASBAA representatives on January 16, KPI Chairman Yuliandre Darwis invited CASBAA and member companies to attend/speak at an International Conference in late February that KPI would organize for the Islamic Broadcasting Regulatory Authorities Forum (IBRAF). The KPI Chairman also welcomed CASBAA’s plans to organize an in-country seminar in Jakarta on TV regulation later this year; the two organizations are now exploring possible dates.

Beatles or Stones…Coke or Pepsi…boxers or briefs? These were just some of the questions that were covered in the first AMA (Ask Me Anything) hosted by the CASBAA Next Committee. On January 19, CASBAA Next members had a meeting/webinar with Turner’s President of Asia Pacific, Ricky Ow, for a private discussion. This new format proved very insightful as the Next members explored Ricky’s perspective on the state of the industry, where the business is heading, Turner’s plans and Ricky’s career advice for Next members. Jonathan Spink elected Chairman of the 2017 CASBAA Board of Directors

Following its first meeting on December 6th, the CASBAA Board of Directors announced that Jonathan Spink, CEO of HBO Asia, had been elected Chairman of the Board for the next 12 months. Spink succeeds Sompan

“Clean Entertainment” with CASBAA and the Vietnam Content Alliance

CASBAA has been working with local and international partners in the Vietnam Content Alliance, and on November 16 we joined to organize a “Workshop on Clean Entertainment” in Ho Chi Minh City. During the workshop,
we discussed problems of online piracy, described the Alliance’s work with Vietnamese ad industry players to reduce placement of mainstream advertising on the most egregious pirate websites, and stressed the dangers to consumers (from malware, etc.) resulting
from frequenting pirate websites. Speakers from local and international players underlined the problems and described solutions (such as PIPCU’s Infringing Website List in the UK, and the IAB’s Trustworthy Accountability Group in the USA) that could be adapted
for use in Vietnam. The workshop was a big success. Attended by about 150 media industry and working media reps, it resulted in very thorough coverage in the vernacular press.

CASBAA Emerging Southeast Asian Markets

With the Cambodia,
Laos, Myanmar and Vietnamese pay-TV markets at various stages of development for pay-TV consumption and monetization, on Dec 5th CASBAA in Association with Singapore Media Festival convened a one-day event in
Singapore on Emerging Southeast Asian Markets. Through detailed presentations and wide-ranging panels, market experts and government officials provided roadmaps for each market including political and industry developments as pay-TV players break new ground

OTT Group Webinar – Recommendation Engines

On November 22nd, the OTT & Connected Media Group participated in a webinar with Esti Widder, Product Manager for Viaccess-Orca. Esti went over the challenge of content discovery for a personal TV experience.
